Analysis
The revised development plan of the Grand Prairie Veterans Memorial provided four specific locations for military related sculptures surrounding the memorial.  Two sculptures have been installed to date including "Freedom Rising" and "Gold Star Banner".  The symmetry of the art follows a progression of service and sacrifice.  The proposed third sculpture, funded in FY 2013, is a life size bronze called "The Oath".  "The Oath" consists of  two bronze statues representing the oath of enlistment which all soldiers are required to take.
 
Jack Wilson's, Feathers N' Spurs firm has created public art pieces including the commission of the Fort Worth Police and Fire Fighter's Memorial.  Mr. Wilson recently completed the three bronze sculpture entitled "Journeys of the Mind" at the Grand Prairie Memorial Library.  A fee of $68,000 has been negotiated for the production, casting, transport and installation of the bronze sculpture on an owner provided stone base.
 
Financial Consideration
Funding for the contract with Feathers N' Spurs, Bronze Sculpture by Jack Wilson for creation of (The Oath) at Veterans Memorial in the amount $68,000 is available in the Park Capital Projects Fund (317193), WO #01303803 (Veteran's Memorial Sculpture).
