Analysis
At their meeting held on June 17, 2014, Council awarded a construction contract to Moore Construction Management, Inc. in the amount of $441,000, plus a 5% construction contingency. Included in that award were three sign structures at key locations around the City that would house two video boards at each location. It was noted in the 6/17 Council Communication that the award did not include the actual video boards and that they would be purchased through a separate State approved procurement process. The recommendation brought to Council at this time covers the purchase of the video boards for installation within the sign structures that have already been awarded.

Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency.
