Title: Purchase of dive gear from Rescue Dive Gear of Austin, TX for $47,351.20; and a price agreement for replacement, maintenance and repair parts for dive gear from Rescue Dive Gear of Austin, TX for up to $9,621.71 annually for one year with the option to renew for 4 additional one year periods totaling $48,108.55 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
The Fire Department's Dive Team is a part of the emergency lake operations and responds to all search and rescue incidents. The one time purchase and annual price agreement for dive gear is essential for diver safety and in order to conduct proper search and rescue of victims.  
Notice of RFB #15111 was viewed by 22 vendors. There were 0 Grand Prairie vendors. 1 bid was received as shown on attachment A.
The bid received from Rescue Dive Gear meets specifications and is recommended for award.
A resolution for the FY 2014 Urban Area Security Initiative Grant (UASI) was adopted on October 14, 2014 for $50,000 to purchase lake operations search and rescue missions and critical infrastructure protection equipment.
Financial Consideration
Funds are available in FY 2014 Urban Area Security Initiative Grant (UASI) for one time purchases and FY 2014/2015 Fire Department's General Fund budget 291210 60510 (tools & equipment) and 291210 63075 (tools & equipment maintenance & repair) and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year's approved budgets.
