Analysis

Funding in the amount of $130,000 was approved in the FY18 Budget for floor replacement.  Staff recommends replacement of flooring at Tony Shotwell Life Center's track and fitness areas by Rubber Flooring Systems, Inc (RFS, Inc.) through their  BuyBoard contract as an alternative to bidding the replacement ourselves.  The price quote submitted by Rubber Flooring Systems, Inc for the floor replacement is $106,029.30.

 

Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operations of government such as purchasing of necessary equipment supplies and services.  The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity of agency.  The City of Grand Prairie has master interlocal cooperative agreements with various entities including BuyBoard.

 

BuyBoard contract #476-15 was effective April 1, 2015 and set to expire May 31, 2018.

 

Financial Consideration

Funding for the purchase and replacement of track and fitness area flooring at the Tony Shotwell Life Center in the amount of $106,029.30 with RFS, Inc., and a 5% contingency in the amount of $5,302 for a grand total of $111,331.30, is available in the Park's Building Upkeep Fund (353010), Miscellaneous Improvements (68020).
