State purchasing law, Local Government Code, Chapter 271.102 authorizes local governments to enter into joint contracts and cooperative agreements for the performance of governmental functions normally associated with the operation of government, such as purchasing of necessary materials, services and supplies.
The City of Grand Prairie entered into a Master inter-local agreement with the City of Dallas in September 2006 under Resolution number 4192. The City of Dallas approved a service contract for concrete recycling for a 36-month period with Big City Crushed Concrete, Inc. beginning April 25, 2012. The contract allows for concrete material to be periodically recycled at the landfill by mobilized recycling equipment owned and operated by the vendor.
The City of Grand Prairie landfill accumulates approximately 11,000 tons of concrete rubble annually. Staff recommends utilizing the City of Dallas contract for the concrete recycling not to exceed $100,000 annually. The City will place orders on an as needed basis and make payments directly to the vendor(s).
Financial Consideration
Funding of $100,000 for concrete recycling is in available in the Solid Waste Capital Projects Fund (502792), WO #01307303 (Concrete Recycling).
