Analysis
The Texas Commission on Environmental Quality (TCEQ) has identified Walnut Creek as impaired for bacteria. Walnut Creek feeds into the southern portion of Joe Pool Lake but the watershed for Walnut Creek encompasses multiple jurisdictions including but not limited to Grand Prairie, Arlington, and Mansfield. The Trinity River Authority is proposing that those cities within the Joe Pool Lake watershed implement a proactive watershed protection program to improve water quality through a cooperative and voluntary program. The costs for implementing the plan will be partially funded through the Texas Commission on Environmental Quality (60%) with the remainder shared between the participating cities (40%). Those participating cities would share cost equally over three years not to exceed $60,000 total per participant. The Watershed Protection Plan is designed to provide stakeholders the capability to address regional, multi-jurisdictional water quality concerns through watershed protection measures such as source identification studies, pollutant load modeling, and engineering controls.
On June 5, 2017, the Public Safety Health and Environmental Committee and on June 6, 2017, the Finance and Government Committee reviewed this agenda item.
Financial Consideration
Funding for the interlocal agreement will become part of the FY 2018/2019 budget process and the amount will vary depending on the number of participants.
