Analysis
The FY 2013/2014 Solid Waste Equipment Acquisition Fund included $101,125 for a replacement dump truck with knuckleboom used by the Brush Crew. Quotes came in higher than expected ($138,137.26) due to some required improvements in diesel engine design. As year end was approaching, the Budget Office recommended letting the 2013/2014 funding drop to the bottom line and re-appropriating this entire purchase in the FY 2014/2015 Budget.
Furthermore, an additional dump truck with knuckleboom for the brush crew has been approved and funded in the FY 2014/2015 Solid Waste Equipment Acquisition Fund at $130,000. Since this funding level is also below recently quoted prices, we ask for an additional $8,138 to make up the difference.
Dump trucks with knucklebooms are used by our brush crew to remove trees and brush through our residential brush program, and for trimming and removal of trees and brush obstructing public infrastructure such as streets, signs and drainage channels.
Chapter 271.102 of the Local Government Code authorizes local governments may participate in a cooperative purchasing program with another local government or local cooperative organization. Each to perform governmental functions or services including administrative functions normally associated with the operation of government. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including Buyboard.
