Analysis
The Grand Prairie Police Department’s Communications Center serves as the nerve center for various emergency services in the City of Grand Prairie. The Communications staff utilizes complicated software to maintain essential communications with various emergency elements throughout the City to provide life-saving services.

The technologically advanced and complicated program for Emergency Dispatch requires regular systems support, upgrades and maintenance services throughout the life of the software. This consistent maintenance is essential as an industry and professional standard.

Priority Dispatch System ESP maintains this software as a sole source provider and has proven to be a quality partner in providing the services needed to maintain a high level of service to the citizens of Grand Prairie. Sole source purchases are exempted from bidding requirements as stated in Section 252 of the Local Government Code. Priority Dispatch qualifies as a sole source provider through patents and copyrights that are exclusive to its corporate body.

The Public Safety, Health and Environmental Committee reviewed this item on April 1, 2019 and recommended that it be forwarded to the City Council for approval.
