Price Agreement for Water Meter Testing and Repairs from UWS, Inc. ($33,500 annually), for one year with the option to renew for two additional one year periods totaling $100,500 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
Water meters measure the water used by customers serves as the basis for utility billing. It is important to the utility and its customers that this billing is accurate. Accuracy within the large meter population (meters with diameters between 3” and 10”) is even more critical since the quantity of water passing through them is typically very high. The recommended Water Meter Testing and Repair Contract will help us maintain our large meter population within nationally accepted meter accuracy standards. This service is also often used to resolve billing disputes where the customer questions the accuracy of the water meter.
State purchasing laws, Local Government Code, Chapter 271, authorize local governments to enter into joint contacts and cooperative agreements for the performance of governmental functions normally associated with the operation of government such as purchasing necessary materials and supplies.
The City approved a Master Inter-local agreement with City of Irving within the last three years whereby the City could make use of all of that entity’s agreements. This communication is to notify the Council that staff would like to make use of this particular agreement and enter into an annual contract with UWS, Inc. for water meter testing and repairs for the initial twelve (12) month term and any/all of the two optional one-year ren...
