Analysis
The purchase of an engine for Station 2 for the Fire Department is a planned purchase for FY 2019/2020. A trade-in of $7,500 will be credited towards the purchase of the new engine and discounts totaling $23,409 will be credited with the full prepayment of the unit from Siddons-Martin of Denton, Texas through an interlocal cooperative agreement with Houston-Galveston Area Council (HGAC).

Chapter 271.102 of the Local Government Code authorizes local governments participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie utilizes various master, inter-local cooperative agreements including HGAC.

In addition to professional consulting personnel and financing services, HGAC primarily offers products utilized in areas of Public Safety, Public Works and Communications. A wide variety of capital equipment is procured with an existing contract, and, through a unique feature of HGAC Buy, it can be customized through the use of published and unpublished options to fit our specifications and requirements.
