Contract for right-of-way mowing and median maintenance services with Carruthers Landscape Management, Inc. for up to $275,000 annually with the option to renew for four additional one year periods totaling $1,375,000 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuation of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term

Analysis
This contract is for approximately 200 acres of median, right-of-way, park, and miscellaneous property mowing and maintenance. Predominately, these properties are in the far north and far south in Grand Prairie. The previous maintenance contract was awarded to Carruthers Landscape Management, Inc. in 2011 and ended in May 2016.
Notice of bid #16096 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, Bid Sync and distributed to 21 vendors. A total of three bids were received, ranging from a low of $275,000 to a high of $557,023.56. The bid format included a best value matrix considering the vendor's bid amount, past relationship with the City or other municipalities, professional experience, personnel, equipment and work history / current contracts. The review committee identified Carruthers Landscape Management, Inc. as the best value (and low bid) bid for this contract.
Financial Consideration
Funding for this contract in the amount of $275,000 is available in the FY 2015/2016 Park Venue Operating Fund; Mowing Account (351510-61225). Funding for future fiscal years will be paid from that year's approved budget.
