Analysis
In 2013 and 2014, staff purchased a total of four (4) portable Changeable Message Signs (CMS) from Solar Technology, Inc. to be used at various locations in the City to advise motorists of different or changing traffic conditions.

This equipment was stored on the north side of the Development Center. On September 20, 2014, this area flooded due to a fire line break. The electronic signs were under water for several hours, and therefore need to be replaced. We anticipate recieving an insurance settlement in the amount of $38,653.52.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization in lieu of competitively bidding. The City of Grand Prairie has master inter-local cooperative agreements with various entities including GSA.

The Disaster Recovery Program authorizes state and local governments to purchase for ANY GSA Schedule to facilitate recovery from a major disaster event. The program also allows for advanced purchasing in preparation of a potential event. This means that if the state or local government organization determines that the purchase would be made to facilitate recovery from a disaster event that may or may not occur, then you can make the purchase under the authority of the program. This is a unilateral decision that the state/local entity makes on their on - not GSA or the contractor.

The portable Changeable Message Signs (CMS) from Solar Technology, Inc. are on GSA Schedule 078, which began August 15, 2009 and will expire August 14, 2019.
