Ordinance adopting the Housing Administration (Fund 3001) and Housing Choice Voucher - Section 8 (Fund 3002) operating budgets for both calendar year 2018 and fiscal year 2017-2018; allocating and approving $102,260.00 of the Housing Relief Trust Fund for the purchase of (4) four replacement vehicles and transferring the remaining $38,418.00 to the Housing Administration (Fund 3001).

Analysis
The Section 8 Program was enacted as part of the Housing and Community Development Act of 1974. The Department of Housing and Urban Development (HUD) requires all agencies who administer a Section 8 Program to adopt an operating budget for the Calendar (funding) year.
The 2018 Housing Administration and Housing Choice Voucher Assistance Payments (HAP) calendar-year budgets (Exhibit A) are twelve-month budgets, beginning January, 2018 and ending December, 2018. These budgets consist of Program Administrative fees and HAP. The annual budget allocation is traditionally received from HUD for revenue appropriations in January of each year; However, again this year this was not the case. We have been operating under a federal continuing resolution and recently received the projected funding allocation and formulas.
The 2017-2018 Housing Administration and Section 8 fiscal-year budgets (Exhibit B) are twelve-month fiscal year budgets, beginning October 1, 2017 and ending September 30, 2018. These fiscal year budgets are required for external reporting purposes, such as the City's annual CAFR and HUD's REAC reporting system
Additionally there are (4) four vehicles that have been recommended for replacement by Fleet Services. Funding is available in the Housing Relief Trust Fund for this purchase
