Title: Price agreement with the sole source provider Hadronex, Inc. DBA Smartcover Systems, Inc.($39,387.35 annually) for the annual maintenance, licenses, warranty, monitoring, and support services for their SmartLevel and SmartRain systems for one year with the option to renew for four additional one-year periods totaling $196,936.75 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
In December, 2012, the City Council approved the purchase, installation, activation and monitoring of thirty (30) Smart Cover - S from Hadronex, Inc, through their then active BuyBoard interlocal cooperative agreement. In February, 2015, the City Council approved the renewal for monitoring (40) Smart Cover - S (three additional years of continued monitoring for a total of 38 smart cover units).

Purchase of the SmartCover Systems was necessary in 2012 to comply with the Sanitary Sewer Overflow Initiative set forth by the Texas Commission of Environmental Quality. The goals of the initiative are to reduce the number of sanitary sewer overflows that occur and to address the sanitary sewer overflows before they harm human health, safety, or the environment and before they become enforcement issues. The SmartCover Systems we operate give us real time monitoring of known problem areas to potentially give Water Utility Crews an advanced warning prior to Sanitary Sewer overflows, usually due to stoppages.

Hadronex, Inc. DBA Smartcover Systems, Inc. is the proprietary owner of their SmartLevel and SmartRain systems and the only vendor authorized for the annual maintenance, licenses, warranty, monitoring...
