Analysis
The City of Grand Prairie Landfill has had a gas control and collection system in place since 2000. The system has aged and has periodically been repaired and improved. This project will provide for replacement of the flare skid to be used in the new gas control and collection system.
Notice of bid #17154 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to seven vendors. There was one Grand Prairie vendor available for this commodity who did not respond to the bid. Four bids were received as shown on attachment A.
The best value bid received from Parnel Biogas, Inc. meets specifications and is recommended for award. Parnel Biogas, Inc., located in Tulsa, Oklahoma, is the original equipment manufacturer (OEM) for their proposed skid-mounted utility landfill flare system and components.
Financial Consideration
Funding for the flare system is available in the Solid Waste Capital Projects Fund (502792) WO #01408703 (Landfill Gas Collection IV).
