Analysis
The Police Department is purchasing twenty (20) Chevrolet Tahoe fleet vehicles in FY 2016. These Tahoes are replacing older vehicles that have reached the limit of their fleet usefulness. The mobile laptops in these vehicles have also reached the end of their useful life, warranty coverage, and warrant replacement and, thus, also need to be replaced.
Austin Ribbon and Computer (ARC), a State approved Department of Information Resources (DIR) vendor, has submitted a quote for $99,489.40 for twenty (20) CF-31 Panasonic “Toughbook” mobile laptops and accessories.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master Inter-Local Cooperative Agreements with various entities including the DIR.
The Finance and Government Committee reviewed this item on December 15, 2015 and recommended that it be forwarded to the City Council for approval.
