Analysis

The Grand Prairie Police Department currently leases covert and special use vehicles from Acme Auto Leasing.  Acme has been utilized for the past year and has proven to provide complete satisfaction in their service in the access to a wide variety of new and slightly used vehicles for the Department’s special use.

 

Vernon’s Texas Statues and Codes Annotated (VTCA), Local Government Code 791, The Texas Interlocal Cooperation Act, provides that any one or more local governmental entities may contract with each other for the performance of governmental functions and for the joint use of facilities or services for police protection and for the promotion and protection of the health and welfare of the inhabitants of this State and the mutual benefit of the parties.

 

On March 1, 2005, the City Council passed Resolution No. 4058, which authorized a Master Interlocal Cooperative Purchasing agreement with the City of Plano whereby the City could make use of all the City of Plano’s agreements.  Staff recommends the use of this particular agreement to enter into an annual contract with Acme Auto Leasing, LLC for vehicle leasing for a twelve (12) month term.  The estimated annual expenditure will be $75,000.

 

Financial Consideration

Funds are available in the Police Department’s Asset Forfeiture Fund.  There will be no impact to the General Fund.
