Analysis
The Ruthe Jackson Center, located at 3113 South Carrier Parkway, is experiencing damage due to roof leaks. The existing roof has deteriorated and is now beginning to fail.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities.
Garland/DBS, Inc. through their US Communities contract #14-5903 contract has been recommended for this project. Their recent successful completion of removing and installing new roofs at various facilities, including Municipal Court, Main Library, Service Center and others, attributed to this recommendation.
Financial Consideration
Funding for roof replacement at the Ruthe Jackson Center in the amount of $538,937, with a 5% contingency in the amount of $26,946.85, for a total cost of $565,883.85 is available in the Municipal Facilities Capital Projects Fund (405090) WO #01702603 (RJC Roof).
