Analysis
In FY 2012, staff evaluated and updated the Grand Prairie Memorial Gardens Master Plan.  As part of that research effort, staff identified an industry growth trend for cremation burials nationally and within the state of Texas.  The Memorial Gardens currently provides niche sites in the Mausoleum and Gazebo but space needs to be planned for future growth of this form of internment.
 
Included in the FY 2013 budget was funding for design and construction of the Phase I Columbarium and Cremation Garden.  This phase proposes approximately 500 niches.  
 
Staff is recommending award of a design contract with Oliver R. Windham Landscape Architect for landscape architectural design and development of contract documents for this Phase I project.  The firm has completed a number of unique design projects throughout the Dallas Ft. Worth area and most recently completed the design of the Grand Prairie Kirby Creek Gardens project.  The firm has submitted a design fee of $38,000.
 
Financial Consideration
Funding for the contract with Oliver R Windham Landscape Architect in the amount of $38,000 and approve a 5% contingency of $1,900 for landscape architectural design plans and development of contract documents for the Phase I Columbarium and Cremation Gardens Project for a total of $39,900 is available in the FY 2012/2013 Cemetery Replacement Fund (316310) in the amount of $374,005.  The remaining funds will be used for construction.
