Analysis
The City received a petition signed by the required number of property owners (more than 50%) in the Westchester Courtyard subdivision (Robinson) requesting that the City create a public improvement district (PID) for the neighborhood. The PID would consist of approximately 10.944 acres of land divided into approximately 36 lots. The general boundaries of the assessment district are as follows: the general boundaries of the Westchester Courtyard residential subdivision, which is located at the southwest corner of Bardin Road and Robinson Road.

To establish a new PID, the City of Grand Prairie Public Improvement District policy requires a minimum of 175 parcels; this exception to the policy is being made with the understanding that the Amesbury Estates and Westchester on the Creek subdivisions will be annexed into Robinson PID when/if they obtain a sufficient number of petition signatures.

The estimated first year expenditures of the PID are $10,994, which would begin in 2015-16. This will be funded by assessments of $12,378 and by the City's contribution, which will pay $297 to the PID for right-of-way maintenance during its first year of operation, beginning in October 2015. The property owners' assessments will be based on assessments of the existing properties within the District as recorded on the tax rolls of the Dallas County Assessor Collector's office and collected through the property tax system and will begin in 2015-2016.

The revenues raised by PID assessments will be used to provide for the perpetual maintenance of existing landscape, fencing, and irrigation system, and install and perpetually maintain future landscape, fencing, and irrigation, in accordance with Exhibit A of the petition.
