Analysis
On August 4, 2015, the Grand Prairie City Council approved a contract with Mart, Inc. for $729,049 to make parking and electrical improvements in terminal area of the Grand Prairie Municipal Airport. The first bids received were considered non-responsive due to errors. A second bid package was distributed by KSA Engineers, Inc. KSA Engineers, Inc., submitted Change Order Number 3 for $7,750 to cover the costs associated with preparing the project documents for bid second bid and their staff time to print and distribute the documents. Mart, Inc. agreed to the stipulation of reducing their contract by $7,750, the fee for the rebid of the project. No contingency was included in the appropriation request.

It was determined after the contract was awarded that there were additional failures in the parking area that should be addressed during the project. Installation of a valve for the water supply system for the area was identified as a much needed improvement that could also be accomplished during the project. The total cost for the parking lot repairs and installation of the valve is $16,581.57.

Because no contingency was included in the original appropriation, even small change orders require City Council approval of the funding. A five percent (5%) contingency for the original award amount of $729,049 would be $36,453. The appropriation will be used to fund Chang...
