Analysis
The Army Corps of Engineers notified the City of Grand Prairie that several easements along Lake Ridge Parkway at Joe Pool Lake would be expiring on December 31, 2019. A renewal of this easement is necessary for continued operation and maintenance of the City's water and sewer lines for Lake Ridge Parkway at Joe Pool Lake. As a condition of the renewal, the legal descriptions should not include any more land than is necessary and should tie into a known U.S. Government monument.
Submittals shall conform to the following:
1. Drawings are to be in DGN (Microstation) or SHP (ArcGIS) file format (preferably both) and georectified in Texas State Plane 4203 Central, UTM Zone 15 North.
2. Legal descriptions are to be furnished in DOCX (Word)
3. PD (and/or copies) of the survey drawings and legal description must be signed and stamped (finalized version) by the surveyor.
This professional land surveyors contract with Marshall Lancaster & Associates, Inc. will include preparation of legal descriptions and/or exhibits for the easement renewal of Army Corps of Engineers Easement No. DACW63-2-95-0582, Easement No. DACW63-2-95-0582, and Easement No. DACW63-2-92-0554.
Chapter 252, Section 22 of the Local Government Code allows for the exemption to competitive bidding when the expenditure is for Professional Services such as land surveying services. Cobb, Fendley & Associates, Inc. engineering firm was selected as the most qualified professional due to their previous engineering work on the site and compiling the original sealed report.
