Analysis
Fire Station #9’s Heating Ventilation and Air Conditioning system (HVAC) is outdated and in need of replacement. Over the last several years several temporary repairs were made to keep the system operational, and now many components for the existing HVAC system are no longer available nor being manufactured.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.

BuyBoard allows us to save money through "economies of scale", with the pooled purchasing power of their members. They include hundreds of school districts, municipalities, counties, other local governments, and nonprofit entities across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.

Brandt through their BuyBoard contract #461-14 has been recommended for this project. Their recent successful completion of correcting the design issues with the 911 Emergency Communication Center’s HVAC system and their consultation on the Public Safety Building’s HVAC system attributed to this recommendation.
