Analysis
Two sections of Duncan Perry Road, 1) Tarrant Road south to Sweetwater Drive and 2) Duncan Perry Road from January Lane to Dalworth Street are not currently in the City's corporate limits. However, until recently, we believed that they were in the City and the City has maintained them for years, even posting City street signs. In addition, there is a section of right-of-way that once was used for an old Duncan Perry Road alignment that extends from the intersection of Duncan Perry and January north and turning east to the intersection of Duncan Perry and Sweetwater. This ROW is in neither Grand Prairie nor Arlington.

Apparently, at least part of the confusion stems from an an agreement between the City and County in 1998 wherein the County made a cash payment of about $350,000 to the City towards the upgrade of these roadways and the City would then annex them. Neither the City nor the County can locate a specific agreement as to the details of the agreed annexation of the roadways, however, discussions with long term City and County staff appear to confirm an understanding that at least the portion from Tarrant Road to Sweetwater was intended to be annexed as a part of this agreement and this section of roadway was improved at the same time as the more northern portion that was actually annexed .

We can find no information regarding the section of Duncan Perry Road from January to Dalworth, however it seems that both the City and County believe this was a City Street for many years and the City has actually maintained it until we recently determined it was not in the corporate limits.
