Analysis
The landfill's daily operation is governed by State and Federal regulations necessary to ensure environmental compliance. The facility's site operating plan specifies a minimum amount of equipment required to meet these regulatory requirements, which includes fire suppression. It is important that this equipment be available and functional.
The City has three operational Dozers at the Landfill which run approximately 3,400 hours annually. The powertrain (transmission) on the oldest dozer recently failed and was leaking internally and needed an overhaul. This jeopardized our ability to adhere to the operational requirements to ensure environmental compliance. Therefore, we requested and were approved to waive normal bidding procedures and proceeded on an emergency basis with renovation work on the powertrain of the Dozer, utilizing funds budgeted for this purpose. The vendor we chose, HOLT CAT, was recommended by our existing vendor because that vendor was unable to do the required extensive work.

Financial Consideration
Approved funds for D6 Track Dozer repairs are available in the Fleet Services-Outside Repairs Fund (225510-63195) in the amount of $67,068.10.
