Analysis
KSA Engineers, Inc. was hired to design sidewalk, landscaping, and hardscaping improvements to the downtown area of the City, specifically the blocks on the North and south side of W. Main St. from Center St. to N. W. 2nd Street and the Southwest corner of Main Street and N.W. 2nd Street.

These projects include the removal and replacement of the concrete sidewalks, storm drain improvements, parking improvements which include changing the parking spaces from angled parking to parallel parking, and landscaping and irrigation improvements as part of the streetscaping. These improvements were split into two separate bid packages in order to minimize the impact on the downtown businesses and citizens.

A portion of this project was originally bid on November 25, 2013, and awarded to Macval Associates. However, due to numerous delays in starting construction, insufficient progress and inability to perform per plans and specification, Staff found it necessary to reach a mutual agreement with Macval Associates to dissolve their construction contract.
