Analysis
Illuminated street-name signs improve sign visibility and legibility at all distances and in all conditions, reducing the attention required to find street names and giving drivers more time to plan their actions at intersections. These benefits are especially valuable at wide, high-volume intersections and in entertainment areas with a large proportion of visiting drivers. Illuminated street-name signs improve night road safety, appearance, and are highly noticeable improvement to road infrastructure that is popular with the public.
Staff recommends installation of Illuminated street name signs long SH 161 frontage road traffic signals from Pioneer Pkwy to IH20. Consolidated Traffic controls Illuminated street name signs meet the TMUTCD requirements and are available through an HGAC cooperative purchasing agreement including the installation of the signs, which meets the requirements for the competitive bidding process.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including national HGAC.
