Analysis
GP Baseball Club, LLC have been the operators of QT Ballpark since April 2011. They identified several improvements to the venue that will make it easier to lease the facility and more cost efficient to operate. One of these improvements was the installation of synthetic field turf.
On September 17, 2012 the City received submittals from: Hellas Construction, Field Turf and UBU Sports. The submittals were evaluated to determine the most qualified vendor to perform the work based on the following criteria:
- Athletic field installation experience
- Quality of synthetic turf product
- Quality of installation materials and construction methods
- Ability to meet or exceed expedited construction schedule
- Experience/Past record with working with public agencies
A Committee made up of Mayor England, Councilmember Greg Gessner, Tom Cox, Rick Herold and Bill Crolley rated all submittals and site visited other local turf fields installed by Hellas Construction, Inc.
In order to accommodate the GP Baseball schedule, the turf field will need to be installed and ready for play by February 15, 2013.
The current proposal does not include any recommendation as far as soil prep. Once the geotechnical analysis is complete, we will have an estimate for soil stabilization/conditioning for the subsurface of the turf field.

Financial Consideration
Funding in the amount $1,104,980 available by approving an ordinance appropriating from the unobligated fund balance in the Baseball Debt Service Fund (222710) for improvements to QT Park.
