Authorize the City Manager to enter into contract with D-Tech for purchase of a library book vending machine to go in the lobby of the Epic $124,500.00. This contract will be for the initial purchase, setup, and installation of the vending machine including annual support for the first term, with four additional one-year term renewal options for future annual support services; Authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms.

Analysis
The City advertised a notice of bid #17102 on May 28 & June 4, 2017 for a library book vending machine to place in the lobby of the Epic. The five responses received were evaluated and scored, with D-Tech’s LendIt equipment providing a solution that best met the City’s needs. We have named the Epic’s 24/7 automated library Epic Reads. Epic Reads will be unmanned and contain books, DVDs, CDs, and audio books available for check out using a touch screen computer and library card, similar to a Red Box. Material may also be returned directly to the unit. The equipment will be graphically wrapped to enhance appearance, integrate into the Epic lobby and communicate library services and programs.
D-Tech's LendIt bid response represents the best value as determined by the bid evaluation process; their equipment meets all specifications and is recommended for award. The contract's cumulative total is in the amount of $148,500.00 which includes purchase of the vending machine ($112,000), setup & installation ($5,000), and a discounted cost for five years of annual support (Year One: $7,500; Year Two: $7,500; Year Three: $8,000; Year Four: $8,500).
