Analysis
When the Shotwell Recreation Center was built in 2006, space was included for a library expansion in the future. The unfinished space has been used for storage and currently houses the center’s boxing program. Expansion of the library is scheduled in the Capital Improvement Project funding for 2017. Architectural fees for the project are allocated in the 2016 CIP.
The Shotwell Library is 3,380 square feet. Upon discussion of needs with library and recreation center staff, staff recommends expanding into the computer lab and entry alcove (561 square feet) instead on the unfinished space (1,200 square feet). This allows the boxing program to continue, provides the library greater visibility within the recreation center and more fully maximizes the functionality and use of the corner space in which the computer lab currently resides.
Of emphasis in the expansion will be:
· Creating more visibility for the library within the recreation center
· Incorporating more space for programming, classes and story times
· Reconfiguring customer service, front entrance, offices and layout to enhance customer experience
A team of Library and Park employees selected Dewberry after interviews with four firm selected from the seven firms who responded to a Request for Qualifications. The fee proposal includes structural, mechanical, plumping and electrical engineering. Money is budgeted in the Capital Budget for this purpose and for the subsequent estimated $750,000 expansion to occur in 2017 budget cycle.

Funding for the service agreement with Dewberry Architects is available in the Library Capital Projects Fund (402093) WO #01601903 (Expand Shotwell Library) 68550 (Design).
