Analysis

The City is looking to add pet insurance as an added benefit effective October 1, 2019 and offered up to all employees. Pet insurance will be optional to employees should they elect coverage. Each pet requires a separate application and premiums are paid per pet insured. Plan available and offered will be determined between the City and Nationwide annually.  Premiums are subject to change annually and may vary by pet depending upon the time the application is submitted, approved and premiums in effect at that time.  All premiums will be after-tax and voluntary.

 

The City issued Request for Proposals #19063 due in June 2019 for competitive proposals for pet insurance benefits to become effective October 1, 2019. This RFP was advertised in the Star-Telegram, Bid-Sync, and distributed to 264 carriers.  1 carrier submitted proposals for analysis. There were no Grand Prairie carriers who submitted proposals.

 

Staff checked references with positive reference checks reported as well as surveyed the City’s employee population with the majority interested in this optional benefit.

 

Nationwide meets specifications and is recommended for award.

 

Financial Consideration

There is no financial impact to the City as this is 100% voluntary and employee paid.  No funding is needed at this time.  Staff simply opted to send this RFP award to Council since employee premiums paid to them could exceed $50,000 over the life of the contract.
