Analysis
Funds were appropriated in the Park Capital Projects Fund (317193) for replacement of a chemical sprayer and a spreader for golf operations. Funding replaces a 22 year old skid sprayer and a tow behind spreader, and utilizes GPS for a precise chemical application with little to no chemical waste or mis-application. Staff recommends purchasing the sprayer and spreader offered by Luber Bros., through TASB BuyBoard as an alternative to bidding the equipment ourselves.
The price quote submitted by Luber Bros. for the equipment is $74,626.52.
Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operations of government such as purchasing of necessary equipment supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity of agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including TASB BuyBoard.
The proposed equipment purchase was reviewed by the Finance and Government Committee on February 7, 2017.
