Analysis
The City Council implemented their attached policy regarding townhall meetings in 2003 to avoid any appearance of political use of city resources.  The policy as implemented lacked a definition of "town hall meeting" and failed to distinguish between active candidates for reelection and members in the middle of their term.  The proposed definition of "town hall meeting" is "Any meeting with constituents called by or on behalf of one or more councilmembers on more than one topic with City staff assistance or support at the meeting."  The timing limitation would be amended to provide "For Councilmembers currently running for reelection, town hall meetings cannot be held between January 1 and the election date or run-off election date if called."
