Analysis
The City of Grand Prairie owns and operates a Type I Municipal Solid Waste Landfill, Permit 996-C. For years, as waste acceptance continues to increase, the leachate storage capacity has remained constant. At the current rate of waste acceptance and the ever increasing amount of waste in place, this allows a diminishing safety net should the lift station fail. At the current storage capacity and leachate production, there would be less than 10 hours of repair time before the tanks would overflow. This is prior to the addition of condensate that may result from the gas-to-energy facility's operation and without extreme rainfall experienced within the last three years. This installation returns the facility to a more appropriate operating condition.
Notice of bid #19120 was advertised and viewed by 21 vendors. There were no Grand Prairie vendors available for this commodity. Two bids were received as shown on attachment A. The award was based on best value criteria set up in the specification, including price, previous experience, experience and qualifications of personnel, proposed methodology and schedule, financial stability, past performance and proposed subcontractors.
SCS Field Services meets spcifications and is recommended for award.
