Analysis
The Public Safety Building (PSB) was constructed and occupied in 2010. In the eight years that the building has been occupied, Facility Services and the Police Department have identified issues with the facility’s HVAC control system. The current control system has reached the end of its useful life.
The City of Grand Prairie contracted with DynaTen in 2016 to perform repairs on the PSB’s HVAC system. Many of the issues have been addressed and resolved, but there are several issues related to the control system that the proposed new system will address.
State purchasing laws, Government Code, Chapter 271.102 authorize local governments to enter into joint contacts and cooperative agreements for the performance of governmental functions normally associated with the operation of government such as purchasing necessary materials and supplies.
The City approved a Master Inter-local agreement with Tarrant County whereby the City could make use of all of that entities agreement(s). This communication is to notify the Council that staff would like to make use of this particular agreement and enter into an agreement with DynaTen for the HVAC control system upgrade.
Financial Consideration
Funding for a Price Agreement for HVAC Control System Upgrades from DynaTen Corporation in the amount of $180,500 is available in the FY 2018/2019 Crime Tax Operating Fund budget (286110), totaling $180,500.
