Analysis
Espey Consultants is the firm that master planned the City's wastewater system and as such has a hydraulic model of the system and is in the best position to perform necessary support services such as 1) reviewing wastewater flows using TRA data and advising the City on anomalies in data as applied to the city's wastewater service areas and expected wastewater flows, 2) Assisting in completing the mothballed South Sector Lift Station which we constructed before development stopped and has never been used, 3) Providing analysis of proposed land development projects in the city to advise on impacts to the City's wastewater collection system, 4) Assisting in response to active sanitary sewer overflows occurring in the city's wastewater system that do not involve simple stoppages but are related to capacity and inflitration/inflow issues, 5) Updating the city's design standards for wastewater design when improvements to the system are considered.
This particular contract will specifically address the installation of check meters to continue the field investigation/accuracy of TRA billing meters as well as other support services described above.
This proposed contract was presented to the Finance and Government Committe on June 7, 2016.
Financial Consideration
