Analysis
The Red Light Safety Fund is funded by revenue from red light camera and railroad crossing camera violations. Expenditures in the Fund support the operation of the program, and also fund traffic safety related projects, as approved. Due to an increase in collections and violations, FY 2015/2016 revenue exceeded budget and projections by an additional $582,080, totaling 3,185,362. Expenditures supporting the operation of the program are based on the number of violations captured by the cameras. Since the amount of collections and violations increased, expenditures increased as well, also exceeding budget and projections by $321,303, totaling $2,489,030. The FY 2015/2016 increase is due to two new approaches being added along with enhanced collection mechanisms. In FY 2016/2107, three approaches are scheduled for removal so the revenue is expected to decrease.
The Public Safety, Health and Environment Committee reviewed this item on February 6, 2017 and recommended that it be forwarded to the City Council for approval.

Financial Consideration
Funding for the FY 2015/2016 Red Light Safety Fund budget appropriation amendment is available by approving an ordinance transferring and appropriating $321,303 from the unobligated fund balance to increase total expenditure appropriations to $2,489,031.
