Analysis
On July 18, 2019, we experienced a water break on the 30" water line located on the west side of Beltline Road between Lone Star Parkway and Palace Parkway. Deterioration on the bell at the deflection section of the 30" water supply line caused the water break. It was necessary to employ a contractor to respond to the extensive damage of the water break and the severe water loss caused by the leak. We do not have the in-house capability to perform such a reparation.
The significant damage to the water line resulting in excessive water loss necessitated an immediate response. It was imperative that we restore the connection as soon as possible.
Local government code 252 allows for an exemption from the bid process for procurement necessary because of unforeseen damage to public machinery, equipment, or other property. Due to critical nature of emergency, we requested and were approved to waive the normal bidding procedures and awarded contract to North Texas Contracting, Inc. in the amount of $355,678.
Financial Consideration
Funding for the emergency purchase for repair of the 30" water main on Beltline Rd between Lone Star Parkway and Palace Parkway from North Texas Contracting, Inc. in the amount of $355,678, is available in FY 2018/2018 Water Wastewater Operating Fund (361211) Water Mains Maintenance (63095) and will be charged accordingly.
