Analysis
This contract will be for the replacement of 14 HVAC units at the Development Center. The Development Center’s HVAC system has started to fail. Several temporary repairs were made to keep the system operational, and now the major component, R22 Freon, is no longer being manufactured.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities.

The HVAC units and associated equipment will be purchased directly from the manufacturer Trane through their U.S. Communities contract #15-JLP-023.
Financial Consideration
Funding for the purchase of the HVAC units and installation from Trane in the amount of $232,939 is available in the Municipal Facilities Capital Projects Fund (405090), WO #01702003 (FY17 Roof and HVAC Replacement), Account 68014 (HVAC System).
