Analysis
The Public Safety Building (PSB) was constructed and occupied in 2010. In the five years that the building has been occupied, Facility Services and the Police Department have identified issues with the facility’s HVAC system. Due to the complex nature of the building’s design, many of these issues were not immediately detected when the building was occupied. The City contracted with Dyna Ten Corporation to correct these issues. Dyna Ten Corporation is also the original installer of this unique HVAC system, therefore, is best able to provide necessary changes. This PSB HVAC Repairs agreement will allow repairs to the system as needed.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including Tarrant County.
Dyna Ten through their Tarrant County RFB No. 2014-063 offers the PSB HVAC repair services the City requires and are recommended for award. RFB No. 2014-063 was effective September 30, 2014 and set to expire September 30, 2019 with no renewal options remaining.
