On September 27, 2010, the Federal Emergency Management Agency (FEMA) awarded the 2012 Cooperating Technical Partners (CTP) grant in the amount of $374,000. This grant is a cost share between FEMA and the City with a match of 75% Federal and 25% City. The City was able to leverage contribution money using the 2009 1-foot LiDAR topography and aerial imagery for an in-kind value of $24,260 and personnel hours data collection, QA/QC, site visits, etc. for an in-kind value of $69,240, therefore, the City is providing in-kind services to meet the 25% cost share total of $93,500.
The City is a participant in the National Flood Insurance Program (NFIP), and within the NFIP only a few entities are approved to participate in the CTP program. There are a total of 15 CTP’s in Texas and only 2 others in the Metroplex. (City of Dallas and NCTCOG) The City is also part of FEMA’s Community Rating System (CRS). This program acknowledges activities performed by local communities to reduce flooding and claims. The recognition is provided in terms of reduced flood insurance policy rates. At this time the City has been awarded a rating of 5 in a 10 point rating system, which will provide those residents and business owners who purchase flood insurance a savings of 25% on their premiums.
To apply for CTP grant money the City submits a Mapping Activity Statement (MAS) to FEMA. The objective of the MAS is to determine which basins are selected to develop detailed hydrology and hydraulic analyses and floodplain and floodway mapping.
This current proposed MAS includes basin-wide hydrology and hydraulic updates for Alspaugh Creek, Bear-Dry Branch, Dalworth Creek, Gopher-Turner Branch and Johnson Creek.
