Analysis
The revisions to the Airport Rules and Regulations include updates to make the rules more efficient, easier to enforce, and more clear and concise. A black bar in the margin of the "clean" version of the Rules attached hereto denotes a change or addition to the text. A redline version is also attached indicating the specific textual changes. Revisions include changes to the definition of "active aircraft" consistent with FAA regulations; deleting of unnecessary commentary within the rules; deleting an exception for helicopters to the prohibition on "hot fueling" of aircraft; prohibiting the use of a cell phone while operating a motorized vehicle on the airport; limiting propeller RPMs on taxiways and in hangar rows; deleting an exception allowing smoking in designated offices, waiting rooms, or buildings; and eliminating certain references and requirements relating to the recently-dissolved Airport Advisory Committee.
The Public Safety, Health and Environment Committee discussed these revised rules and regulations on March 4, 2019; the Council Develpment Committee discussed these rules on March 18, 2019.
On February 15, 2000, the Grand Prairie City Council approved the Airport Rules and Regulations. The City Council subsequently approved amendments/revisions to the Rules on October 8, 2012, and later on June 20, 2017.
