Price Agreement for electronics recycling from American Recycling of Lincoln, Nebraska (up to $15,395.75 annually) for one year with the option to renew for four additional one year periods totaling $76,978.75 if all extensions are exercised; award a secondary to United Electronic Recycling of Farmers Branch, Texas (up to $37,299.80 annually) to be used only if the primary is unable to fulfill the needs of the department for one year with the option to renew four additional one-year periods totaling $186,499 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
The City landfill collects approximately 318,000 lbs. of electronics every year. This contract will provide for the removal of consumer electronics, to include computers, keyboards, mice, monitors, CPUs and televisions from the City of Grand Prairie landfill’s citizens’ convenience area on an as needed basis.
Notice of bid #19007 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to 25 vendors. There were no Grand Prairie vendors available for this commodity. Two bids were received as shown on attachment A.
The low bid received from American Recycling of Lincoln, Nebraska meets specifications and is recommended for award. The secondary vendor, United Electronics Recycling of Farmers Branch, Texas, will only be used if the primary vendor cannot fulfill the needs of the City.
