Analysis

The business model of Prairie Lights is to contract with other venues each year to engage in a light park similar to Prairie Lights.  This allows Grand Prairie to continue to produce a fresh drive through light show each year and keep park lights new and exciting; park lights produced will rotate through “Sister” parks.  In recent years, the City has had an agreement with the City of Round Rock to provide a Holiday Light Park.  As this agreement has terminated, staff has developed a new contract with Pasadena, Texas to join as a sister park.

 

Grand Prairie will provide the lights displays, assist Pasadena in set-up, operations, and tear-down, the cost of which will be reimbursed through admission fees.  The City of Grand Prairie and Lightasmic, the creator of the light displays, will receive $100,000 or 50% of the admission fees, whichever is greater. 

 

This item has been presented to the Finance and Government Committee on May 7, 2019 for their recommendation to the City Council.

 

Financial Consideration

In April 2019, the City approved an amendment to the Lightasmic contract extending through May 31, 2020.  The contract includes an entirely new drive through show for Lynn Creek Park.  The interlocal agreement with Pasadena will utilize the 2018 light displays.  Cost for setup and other operational services is estimated at $25,000, to be funded through reimbursement upon collection of admission fees from Pasadena.
