Title: Personal Services Contract with with Don Roper (not-to-exceed $16,000 annually) to live broadcast, tape and archive public meetings from the City Council Chambers as assigned; this contract will be for an initial term of one year with the option to renew for four additional one-year periods totaling $80,000.00 if all extensions are exercised; as funded; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis

Freelancer Don Roper has worked the control room in Council Chambers to broadcast public meetings, as well as record for archives and replay, for decades.  With the addition of Zoning Board of Adjustments and Building Advisory and Appeals Board meetings being broadcast and recorded, per the City Attorney’s Office, and contract extensions, staff brings this contract before City Council for approval.  On a monthly basis, Mr. Roper’s rate is $120 an hour for first three hours, then $150 an hour after that. 

 

Chapter 252, Section 22 of the Local Government Code allows for the exemption to competitive bidding when the expenditure is for Personal Services such as the services Don Roper would be providing if awarded this contract.

 

Financial Consideration

Funding for a personal services contract with Don Roper (not-to-exceed $16,000 annually), is available in the FY 2018/2019 Cable Fund (174010-61485).
