Analysis

Pool plastering and UV replacement is an ongoing preventive maintenance issue that is needed after six (6) years of service. This project was approved in the 2017 Budget Parks Upkeep Fund. This is a 10-14 day project that is scheduled for December during our slower period of usage. Displaced aquatic participants can utilize the Kirby Creek Natatorium during this time frame.

The City of Grand Prairie has previously had successful contracts with both companies on aquatic projects at other sites in the City.

Both the re-plastering project and the UV replacement project are available through agreements on Buyboard. Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including Buyboard.

Financial Consideration

Funding for the pool plastering and UV replacement for the Summit in the amount of $113,876.87 is available in the Parks Building Upkeep Fund (353010-68020).
