Analysis
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including NCTCOG.
Recommend purchase of aerial photography from North Central Texas Council of Governments, on inter-local agreement, for 2019 orthophotography of the City of Grand Prairie for 250 square miles including ETJ and buffer around City for use in GIS mapping applications.

Funding for the purchase of aerial photography from North Central Texas Council of Governments is provided in the FY 2018/2019 General Fund Operating Budget, Information Technology, Computer Software Maintenance (151010-63165)
