Analysis
The public works department has made great strides in the utilization of the streets sales tax funds with respect to residential streets stemming from customer complaints. However, due to the high cost, we have been unable to include many of the main roadways (arterials and collectors). These roadways are by definition wider and longer as well as carry more traffic. For this reason we have decided to place these in the Capital Improvements Program and continue to utilize the sales tax funds primarily for residential streets.

The purpose of this program is to hire an engineering firm for paving assessment and assign a score (grading between 0-100) for these main roadways. In addition, they will recommend the specific work to be done. Such recommendation will not only include the pavement per se, but will consider ancillary causes of the pavement breakdown such as poor drainage, utility ditches, etc. This will then allow us to rate the priorities for the Capital Improvements Program for consideration by the City Council each budget year.

The City sent out requests for proposals and received six (6) responses. A committee comprised of members the Public Works Director, the Street Services Manager, and an Internal Auditor from management services evaluated and scored the proposal independently. A buyer from the purchasing department did not vote but did provide guidance to the committee in this process.

The high scoring company was Infrastructure Management Services (IMS), Inc. teamed with the engineering firm of Freese & Nichols, Inc.

The negotiated price for this engineering service is $145,311.
