Contract with Visiting Nurse Association of Texas for the Congregate Meal Program at the Summit in the amount of $114,000 for one year with the option to renew for four additional one year periods totaling $570,000, if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term

Analysis
Bids were received in the office of the Purchasing Manager on August 10, 2017, for the Congregate Meals Program at the Summit. Notice of bid #17124 was reviewed by three vendors. There were no Grand Prairie vendors available. One vendor response was received, submitted by Visiting Nurse Association of Texas. Visiting Nurse Association is also the current vendor and has been providing meals for the Congregate Meal Program for the past 5 years.
The Congregate Meal Program is a reimbursable contract funded through a grant agreement with Dallas Area Agency on Aging.
This item was presented to the Finance and Government Committee and received recommendation for approval by the City Council.
Financial Consideration
The program provides an approximate 62.5 percent reimbursement of costs from the Dallas Area Agency on Aging. Total funding for the meal program is $157,119 with an expected reimbursement of $98,751.36.
The City is responsible for product, labor, operation, and transportation costs up front. Funding for the meals provided under this contract and subsequent reimbursement will be processed through the Park Venue Sales Tax Fund (300593 - 61276); future years funding will be based on approved and awarded Grant Funding as set by D.A.A.A.
