Analysis
The current airport facility lease documents were originally approved by the Grand Prairie City Council on February 15, 2000. Minor amendments have been approved that made slight changes to the wording in the T-hangar lease to allow Light Sport Aircraft to operate at the Grand Prairie Municipal Airport and in the short term leases to to limit sub-leasing of facilities to ninety (90) days.

In an effort to further clarify the City's rights with respect to aircraft stored in facilities where rentals are delinquent, the City Attorney's Office has suggest that the following wording be included in any lease for a facility in which aircraft might be stored:

In the Section entitled Rent, change to Rent, Storage Fees, Lien

Add to that section:

Lessee acknowledges that the rent represents the amount owed for storage of an aircraft and/or aviation related property at the Airport, that unpaid rent for such storage gives rise to a possessory lien in favor of Lessor on the aircraft, and that if the rent remains unpaid, Lessor may further file such lien and take action to sell the aircraft as set out in the Texas Property Code and other applicable laws.

These changes will be made to the following documents:

T-hangar Lease
Patio Hangar Lease
Tiedown Lease

Additionally, the following will be added to the Airport Rules and Regulations under Rule 6, Lien for Charges:

Lessee acknowledges that the rent represents the amount owed for storage of an aircraft and/or aviation related property at the Airport, that unpaid rent for such storage gives rise to a possessory lien in favor of Lessor on the aircraft, and that if the rent remains unpaid, Lessor may further file such lien and take action to sell the aircraft as set out in the Texas Property Code and other applicable laws.
